The project of the Public Union of Young Accountants "Organization of educational events on the Certificate of Professional Accountant for Small and Medium Business Accountants" has been launched. The project is implemented with the financial support of the Agency for State Support to Non-Governmental Organizations of the Republic of Azerbaijan.
Amendments to the Law on Accounting in 2018 introduced the concept of "professional accountant": A professional accountant is a person who is a member of the "Professional Accountant" Certificate (PMS) and the Professional Accounting Organization (PAO). From December 31, 2021, the chief accountants of small and medium-sized businesses, budget organizations, a number of public institutions and public legal entities that publish financial statements will be required to gradually become professional accountants. Despite the approval of the decision of the Cabinet of Ministers of the Republic of Azerbaijan on the approval of the "Rules for the organization of the process of issuing a professional accountant certificate, examinations and maintenance of the state register of persons holding a professional accountant certificate", there are still some problems in this area. 

As in the world practice, the public and private sectors in Azerbaijan need professional accountants. Many universities in Azerbaijan teach this specialty, but in terms of experience they are not able to provide the necessary knowledge and skills in the specialty. According to the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan No. 237 of May 22, 2019 on the approval of the "Rules for the organization of the process of issuing a certificate of professional accountant, conducting examinations and maintaining the state register of persons holding a certificate of professional accountant" Examinations are conducted by the State Examination Center (SEC) of the Republic of Azerbaijan. The main purpose of the PU is to contribute to the implementation of the law.
Thus, the purpose of the project is to develop the knowledge and skills of accountants working in this field in order to strengthen the country's professional staff and support the level of exam preparation. Within the framework of the project, in order to organize the process of obtaining a professional accountant certificate in Baku and Ganja (private sector) with the participation of accountants and specialists, to discuss the importance of PMS, the benefits of PMS, examinations and other issues of interest to participants. A seminar and a round table will be held in Baku at the end, and an educational booklet on PMS will be prepared and distributed. 

The project will cooperate with the Ministry of Foreign Affairs. Within the framework of cooperation, a memorandum will be signed with the MFA. According to this memorandum, certain suggestions will be made on the exam questions. SME accountants and experts will take part in the round tables and seminars to be held within the project. During the discussions, the existing problems in this area will be identified and the proposals will be submitted to the MFA. This will make PMS exams more relevant and accessible for accountants.
As a result of the project, competition between accountants will increase as a result of the project. This will encourage more accountants to obtain "professional" status. This will reduce the problems of enterprises looking for a professional accountant, and will have a positive impact on the revival of the labor market. The level of preparation of accountants for the exam will increase.
The project covers the period from February 1, 2022 to May 1, 2022.
